The noise that you were referring to is normal. I actually like it. Wait untill you install an intake, the noise becomes more profound.

If it's the intake whistle, it's probably normal.
If it's a diff whine, it might or might not be normal.
If it's a transmission whine, it's probably not normal.
If it's one of those deer whistle things, it's normal but aftermarket.
If it's HVAC related, it's probably not normal.
If it's loose weather stripping related, it's probably not normal.
If it's normal wind noise, it's normal.
If it's those whistle exhaust tips, it's normal but aftermarket.

Attaboy, elistan.
I'll add some more.
If it's a piece of debris stuck to the undercarriage - not normal.
If it's an air pump leak - not normal.
If it's an air injection solenoid leak - not normal.
If it's wheel bearing noise - not normal.
If it's rubbing brake noise - not normal.
If it's bounce back of engine sounds and wind noise off tall things you drive by - possibly normal.
If it's a tiny exhaust leak - not normal.
If it's an odd pulley bearing/belt whine - not normal.
If it's a damaged fan motor or fan blade - not normal.
OK, I lied. Not 1/2 dozen things possible. There have been 17 things mentioned so far and I'm sure if Elistan and I really think about it harder, there's more, but then, I've spent more time on this than I really wanted to considering there has been no details given to support any further diagnosis.

Well I wish I could give more specifics. All I hear is a whine that I have never heard. I mainly heard it with the top down. Oh well, everything else seems to check out about the car and its being sold at a reasonably low price. Ill take it to Honda World and have them analyze the problem.
