Wheel rusted to rotor - can not remove

but on my previous civic i had the same problem (salted roads in the winter + steel wheels w/ hubcaps) -- what I did was jack up the car, crawl under and try my best to spray the "back" of the wheel where it meets the hub w/ WD40 (not sure if PB blaster is better at anti-seizing as I've never heard of it) to a point where its soaked and left it overnight.
the next morning a couple of swift kick to the tires and the sucker finally came loose.
perhaps you have to let whatever you spray soak in for some time before it'll take effect.

make the lug nuts really loose and then jack up the car from the other side. this way all the weight of the car will be on that 1 wheel. if a few thousand pounds doesnt loosen it, then i dont know what will.

I loosened the lug nuts several turns and DROVE the car locally. Nothing happened. So, I went out again, lug nuts still loose, and intentionally hit every bump and pot hole I could find (truck is old, and has seen much worse than that) - still did not un-freeze the wheel from the rotor.

i vote for the hulk strength kick to the tire. worked for me wiht my 2002 vw jetta.
another buddy drove around with the lugs barely tight and tht loosened it up. good luck.
