If a sleeved block is done right it has to be stronger than stock, just because of the thicker iron and (possibly) closed deck. I do not know what the bore size limit is for F20/22 engines, but too much of an overbore leaves little deck surface for a gasket to seat in the little pinch between cylinders, and this makes for problems. This is why many people o-ring their blocks.
You (or your friend) says the block "can handle 30 lbs". What is the manufacturer of the sleeves? Where does this number come from? Is it tested or just an estimate? Bigger bores means less metal means less bore stability/strength.
But IF the quality is there, then it is beneficial if you want to run significant boost.

I am assuming if he plans to go FI he would use his friends block, the question is does he go to the trouble of rebuilding it with his crank of rods.
