Sorry for my stupidity but what exactly is this? I am in the process of cleaning up the bay and want to relocate this if possible...

Relay of some type. Rightly or wrongly I'd probably unplug it and see what doesn't work?! Mine is RHD so master cylinder etc on the other side. However, I don't see that relay on either side on mine!

I believe it is the intermittent wiper relay.

Looks like it might have been attached with that missing clip (above on your picture) to the inner wing?!
