water in the headlight cluster

Default water in the headlight cluster

Can't seem to find a hole. Is this common? What have you done/found?

Either the boot/gasket around the bulb is not on properly or the sealant between the lens and housing is bad. Remove the head light, dry it out with a hair dryer, carefully apply a bit of rtv around the edge of the lens (on top of the original seal), reinstall the light, clean the boot, lube it with rubber friendly stuff (your choice), reinstall the boot.
