There is a screen in the VTEC valve that might be clogged.
VTEC hits harder in your civic/ prelude because the A/F ratio is tuned more in the S, crossover is much easier on the motor but hits just as hard.

I've noticed that vtec engagement's pretty subtle on my '2k. It's not the "force me in my seat" engagement of my civic.
