VTEC Not Kicking in Hard

You could take it to the dealer and tell them VTEC seems a little weak. Ask them to run compressed air through the cam caps. If you are mechanically inclined you can pull the valve cover and inspect all the rockers.
You could also take it to a dyno and see if it makes the right power. If you are in Los Angeles then Church Auto is the best since he has plenty to compare it to. If you are Louisiana then only God can save you.

Make sure the car engine temp is warm. If you try to hit it right after start up, there will not be enough oil pressure to engage vtec. Have at least 3 bars on the temp gauge.

This thread is stupid. vtec either works or doesn't. If there is an issue it is with the fuel or spark relative to the cam change.

Edit: Actually now that I think about it, it might because my oil is low (Below the dipstick x's) but the check oil light is not on. I just checked my oil tonight and need to fill it up tonight before I go out driving again. (I bought it from the dealer 2 weeks ago)

I will go reset the ECU and test again. Then, I will take it to dealer and ask them from a compression test through the camshaft caps.
