Vtec not kicking in?

You broke her VTEC system, she will not be happy with that If the car has enough oil, the engine is warm, I think now you will need some expert input...

if the solenoid is bad, VTEC won't work.

OK, oil is good and one should consider that the VTEC pressure switch and solenoid are OK or you would see a CEL. Now, I'm beginning wonder if you are driving the cars the same. Are they both AP1s (or AP2s)? Are you WOT throttle through the VTEC transition stage? Are both cars modded the same way? Is her car in a good state of maintenance? (Clogged air filter? spark plugs OK? What kind of oil? Viscosity? Type?) She's not using that 0W20 some dealers mistakenly put in, is she? How often does she change oil? If she's trying a very long interval, there is a very slight possibility the VTEC oil screen is clogged.
But go drive it again. Warm it up properly and use WOT when you are "testing" VTEC transition. Then again, some S's simply has a more tame VTEC transition but this doesn't mean that VTEC isn't "working".
