VTEC doesn't always engage at the exact same RPM everytime. Throttle position, engine load, temperture, Barometric pressure etc. are all deciding factors. Honda doens't list anywhere all the fine details when and at what RPM/throttle position/load VTEC engages.
VTEC will still engage even if the engine is several quarts low on oil.
If the oil level is low enough to cause a no-VTEC condition, the CEL will come on, and a DTC will be set for a P1259.
Al of this can happen and you will never see the oil light come on. The oil light only comes on a very low pressure. You can have less than a quart of oil in the engine and still have pressure at the switch.
Another contributing factor is a slightly inaccurate tach. Things are happening pretty fast accelerating past 6k. There is a delay from when you "feel" VTEC and what RPM it actually switched.
