Best way is to let a tuner tune your V-AFC. Each car is different and to make optimal power, tuning for that specific motor is needed. If you need a tinkering point, search the "V-AFC Settings Library". There's a lot of useful links and settings in that thread to help you get started.

If you are talking about just a VTEC controller (assuming there is such a thing), I wouldn't waste my money. However, if you are talking about a VAFC or similar device, which can change the VTEC crossover point as well as do fuel tuning, then it is a worthwhile investment. I've seen people get 8-12hp gains on a stock engine just using a well tuned VAFC. Not bad for a couple hundred bucks.
However, the key phrase in that last paragraph is well tuned VAFC. You must take the time to tune the VAFC (probably on a dyno) with a wideband O2 sensor, otherwise you risk damaging your engine. Do a search and you'll find that most people recommend tuning it for an A/F ratio of around 13.5:1.
