Default VSS (vehicle speed sensor) ?

The speed is measured via the VSS (Vehicle Speed Sensor) which is located on the transmission. It reads pulses from a shaft rotating inside the transmission then sends them to ECU (Blue/White wire)where they are converted to an indication of speed.

Question: Is the Blue/White wire # 9 pin at the ECU is "output or input" ????
