Unidentified noise coming from my engine

Default Unidentified noise coming from my engine
When I come to a stop light, I hear an "electronic" type of wheezing sound "turn on", wheez for a few seconds, then turn-off.

I've never heard this sound before. I started hearing it after I hit a tire on the freeway, and I'm wondering if I damaged something?

Can anybody identify this as a problem or something normal?
