I actually had one of these stupid things for a VW Jetta I owned a few years back. Not that it matters, but I'm sure they gave you the wrong size, b/c it should wedge in there snug. Probably gave you a civic one or something.
It felt like from 0-10 the car was more responsive at mid throttle. Full throttle noticeabbly slower. No gas mileage improvement noticed, and the Jetta had a mpg trip meter too. It seems like the fact that you are getting less air into the manifold b/c of the metal blockage(tornado) you should see some mpg improvement though. Less air= less fuel. But, I couldn't see anything noticeable.
$50 pos into the garbage can.

Although it is my belief that the tornado fuel saver is a scam, there is some truth to the idea, but if it will increase mpg i dont know.
The idea is the following, the flow of air through tubing is not ideal, it becomes turbulent after a point. There are ways to eliminate this turbulence and actually allow for significantly better flow, but IMO the tornado is not the way to do it. Also honda spent a lot of R&D effort on this car and I doubt any tom dick or harry could find somthing to improve on honda's design. But i believe it is possible.
Some of the ways to increase flow are the following you can divide the tubing up into smaller sections , or even add diffusers. But i dont suggest that anyone try anything based on what I have said.

Don't chuck the tornado. I've heard that if you store your razor blades on top of your tornado they will stay sharper. You can also put it in your fruit bowl to ripen fruit quicker.
