You can purchase "mini filters" and put them on the end of each velocity stack. You can also get some spunge like inserts. I will be leaving mine open and just putting a small meshed screen to prevent any large debry from getting in.
regarding one set of ITB's making power and another not, tbh the design is so simple i cannot see huge differences, they also gain significant torque..
I fitted an airbox with vcold air feed and a cone filter at the front of the car, it cost me zero horsepower and will protet the engine far more, mine is a racecar too!

Jenvey is a UK company who make ITB's- check the link in my sig for pictures
I use a standalone engine management system although i gather you can run a piggy back system on a road car.

Do you have to purchase/fabricate any other parts except the ITBs for them to work? Heater plumbing, TPS, injectors, etc...? What does Jenvey provide, and where can I purchase them?

The Stock ECU won't. you really need to use a programmable ECU such as the AEM EMS.
To my knowledge thottle position is used extensively, the part throttle/partial load is the most difficult area's to tune any engine, having ITB's complicates it even further.

I've fitted ITB's to quite a few race engines and will probably put some on my F20C clubman in the near future.
My choice based on price and size would be the Jenvey ones. I find that the style with the simpler inline throttle spindles easier to keep balanced than the side linkage style.
The TWM ones are long which will help torque.
The Toda ones are well put together but a few mm smaller than I want and very expensive in Australia.
