The cam gear bolts are 86.8 lbf/ft, although those need to be done outside of the head utilizing a vise and a large wrench to hold the cam still. Those wouldn't be your problem. My guess is this was a problem from the previous owner that they corrected. Anything loose would have made itself evident pretty much right away. As for the other question, the idler gear bolt, yes it's 36 lbf/ft.

For good measure you could also double check the 3 bolts holding the two halves of the idler gear together. Those three should be at 10 lbf/ft.
