Tighten Lugs While Car is Not Up On Stands

The wheels are centered by the hub. Any force exerted by the car being on the ground is transmitted to the hub, not the lugs. As long as you snug them up to center the lugs in the holes, there is no reason not to tighten them while on the ground. (Disclaimer...this assumes OEM wheels or aftermarkets with the correct center bore.)

All of this is moot if you use an electric or pneumatic air wrench to remove and install the lug nuts . That said, I always set the lug nut final torque with a click-type torque wrench when the wheels are on the ground.

I had to change a flat tire on the wife's A3 in a convenience store lot a couple of years ago. I was breaking the lugs loose when some twit stopped by and advised that I shouldn't loosen them until I had it jacked up.
