Tighten Lugs While Car is Not Up On Stands

The wheels are centered by the hub. Any force exerted by the car being on the ground is transmitted to the hub, not the lugs. As long as you snug them up to center the lugs in the holes, there is no reason not to tighten them while on the ground. (Disclaimer...this assumes OEM wheels or aftermarkets with the correct center bore.)

how much tightening do I put on the lugs before lowering? Just tighten by hand?

Tighten by hand. Spin the wheel around so the wheel seats itself properly onto the hub/lugs, and then tighten the lugs down again. You'll know what I'm talking about after the first time you do it (the lugs will seem to loosen after you've spun the wheel).

All of this is moot if you use an electric or pneumatic air wrench to remove and install the lug nuts . That said, I always set the lug nut final torque with a click-type torque wrench when the wheels are on the ground.

Yeah, hope you don't have to change a tire on the side of the road if you used a pneumatic wrench to tighten the lugs while the car was in the air.

^lol or have soem idiot @ sears tighten up the lugs with a pneumatic wrench....without pre-threading.

cross threaded lug nuts ftmfl.

Shouldn't matter if they were torqued correctly with a torque stick or torque limiting socket

I had to change a flat tire on the wife's A3 in a convenience store lot a couple of years ago. I was breaking the lugs loose when some twit stopped by and advised that I shouldn't loosen them until I had it jacked up.
