Ticking or scrapping noise from back wheel (see video)

Ticking or scrapping noise from back wheel (see video)
Hi guys... any clue what this is? Some things to note:
1. It comes and goes... like especially when it goes to the shop
2. Use to have a old leaky rear caliper so i replaced it. Sound came right back still.
3. My mechanic checked it and said the bearing does not seem bad... but it was on a day where it was not acting up.
