Thump, thump, thump
At low speed & slowing down, I hear my rear making a thump, thump, thump noise as the tires slow down. I took the car to the dealership and they told me to replace my tires first and then they will work from there to find the noise.
I know the tires are part of the noise issue (crappy Kumhos from previous owner). But they still have plenty of tread on them and Im not sure that they would be causing a thumping sound as a I slow down or am speeding up from a stop. At a higher speed, 40+ mph the thumping is not heard.

Flat tire?
Your tire could also have a flat spot. My friend left his car sitting for a year (after he lost his license) and his car made thumping noises cause his tires were out of round.

Could it be a balance issue?
I don't know what it could be, but I can say that it's probably not the Kumhos. I've had those (assuming you mean the Ecsta Supra 712s) on my car before and they don't produce any thumping noise.

The dealership told me to get an alignment after I get new tires, but I think I am going to try an aligment first.
As far as flat spots, Im not sure if they are out of round. The inner tires of the rear wheels are a little worn, but that is the only thing I can see wrong with the tires. The car is not lowered, so maybe the inner tires being worn more than the outer part could be alignment issue.

I had a 91 Accord EX that had Toyo tires from the previous owner - 80K mile warranty. They were so bad I thought the CV joints needed replacement. I changed tires to Michelin's and could tell the difference driving out of the parking lot. Get some good tires!
