throttle latency
When I have the tranny in neutral and the clutch pedal on the floor and mash the throttle to the floor as quickly as possible I have about .25 - .5 of a second latency before the revs start to rise. If I rev the engine up to 9k, release pedal, let revs fall to 4-5k (or any other RPM even), and then mash throttle again, there is still some latency, but not as bad as when the engine was at idle. I checked the throttle cable and there is the proper slack (about 1/2 an inch or so of slack). is this normal to have a little bit of latency when I floor it in neutral, or is their something else I should check?

It's normal. You're trying to fix something that isn't fixable. The S2000 is about as close to instant throttle response as you're gonna find in a street car, and asking it to be that way right off idle is a pipe dream.
As an aside, revving your motor to 9K rpms in neutral is a good way to kill it.
