TCT install question

Default TCT install question
I installed a new tct and noticed a opening above and left to the tct. Is there a bolt that's supposed to be in there?

Thanks. Just never noticed it until now.

And billmans suggestion to pry the TCT out through the maintenance hole works awesome!!!! The thing just pops right out with the most gentle pry possible almost.
