Or fool the signals it uses to judge the amount of assist. If the assistance decreases with speed, then you could simply fool the EPS into thinking you're travelling faster than you are. Not sure though - not looked into the EPS control unit, so I'm not sure what it's using.

Decreasing the steering wheel size will increase the amount of effort required to turn the wheel. You may have to weld on a 3" doorknob to get that no-ps feel, though...
