symptom: RPM's climb fast in gear, but MPH does not

symptom: RPM's climb fast in gear, but MPH does not
So no matter what gear I am in, if I try to floor the pedal past 4000 RPM, the RPMs will climb but my speed will not.
-There's no smell of burnt clutch.
-It shifts smoothly and is drivable if I stay below ~4000 RPM
-No abnormal noises
So is it the clutch? or the clutch master/slave cylinder?
