Default stuff steering in the winter?

Anyone else notice the stiff steering when its cold out? Mine gets better as it warms up?

I tried searching and couldn't find anything on this, could this be the TS?

Cold fluid in the steering rack?

I imagine that the electric PS pump, plus actual steering movement, eventually heats up the fluid in the rack, and steering feels 'normal' after a few miles.
