You will have to remove the column covers, and take out the shear bolts from the ignition lock cylinder. The bolts don't have a head on them, you can drill, chisel or cut them out. A small chisel and hammer works the best. The lock bar is built into the cylinder. How you would like to disable it is up to you. Disassembling and removing the lock bar may be possible, you just have to ensure the key still rotates the ignition switch.
You can bolt the lock cylinder back onto the column in front of or behind the slot in the steering shaft, so the lock bar will not engage into the slot. The column covers may not fit after you are done though.
