steering wheel
OK, ever since i got my car a couple months ago i noticed when turning the steering wheel it makes a rubbing or creaking type of sound. I have no idea why. Anyone?

OK, now that we've got that cleared up, it's most likely the "clockspring" inside the steering column. That's the device that maintains electrical contact as you turn the wheel, without getting a bunch of wires all wound up. Honda calls it a "Cable Reel". Some will just naturally make a noise due to imperfect alignment or manufacture. Unless it is really annoying or it's rapidly getting worse, don't worry about it. It should work fine for many, many years.

it hasnt gotten worse just kinda annoying. It just adds to one of the many noises this car already makes. I notice when driving straight the steering wheel is tilted to the left. But the alignment seems fine as it doesnt pull to either side. I know the car has a new head and short block and i believe u have to drop the steering column to do all that? I could be completely wrong though. But if they did could they just have not put the steering wheel parts back right.

If you really feel the need and don't mind spending the money on parts and labour, you could have a new cable reel put in. This is a gamble as it may not guarantee that a new one won't make the same sort of noise.
As for the steering wheel being "off center", yes, the steering column was disconnected when the motor was pulled and put back in. Technically, a wheel alignment should have been done whenever the engine is moved, but since you say your car tracks fine, you may simply require that the steering column be disconnected again and put back together 1 or 2 splines to one side. Also, a wheel alignment will be indicated if your tires start to show signs of uneven wear.
