Greg, what rock have you been living under?
The VGS S2000 does indeed exist. I've even driven one. It's a JDM only version, and apex2k is correct in that it dynamically changes the actual steering ratio, not just the assist level.

Anyway, according to www.hondaautomotiveparts.com, the catalog drawings for the '03 and '04 steering racks are identical. Unfortunately they don't list all the part numbers, so it's impossible to say from that where the change was made. (For what it's worth, the '03 steering gear box lists for $1,060.)
The front knuckles have the exact same part number however, so I think we can rule that out...

The S2000 spindle/knuckle is integral to the hub, steering arm, and ball joint receivers. A bolt-on shorter steering arm mod is not possible, unless you replace the entire knuckle as an assembly - but at that, it won't be a bolt-on mod. Either that or modify it yourself by relocating the steering rod outer ends on the steering arm.
Yes, it can and will decrease your steering ratio, but that's the last place you want to get it from. Ideally, the lesser steering ratio would come from the steering gear itself. By relocating the steering rods, you alter the steering geometry and thus increase the tendency to bump steer (caused by the ball joints and steering rod end travelling different paths upon suspension compression).
Save yourself the trouble (and possible danger) and swap out the entire rack and pinion steering gear with a unit from a pre-04 S2000.

The original steering wheel turns, lock to lock 2.4. Steering ratio 13.8 to 1. Turning diameter 35.4 ft.
For 2004, to enhance steering feel and accuracy, the suspension geometry was altered slightly, lowering the steering knuckles by 1.5mm.
