I dont know all the details but I think if a car is Spoon modded they issue tags like that to people as a way of saying "you're great"....maybe it was a total spoon themed car at one time

Not the same thing. Spoon has starting adding badges like this to many of their parts (exhausts, etc.) And likely have been doing this for awhile on their blueprinted engines.
