Default Spoon air filter pre-oiled?

Found a spoon air filter on ebay for pretty cheap so I went for it. So, no disrespect needed on spending too much on an air filter. My question is do I need to oil the filter before I install it? Not sure if all aftermarket filters come pre-oiled or what, and the instructions are in Japanese.

If it's brand new, it "should" be pre-oiled. If it's used, it should be cleaned and re-oiled. Check it when you get it. You can feel it and see it has oil on it.
