Most car manufacturers purposely design the gas gauge to read empty sooner than what it really is. This is by design. My best guess is to prevent people from running out of gas if they designed the gauge too close to empty.
The other positive thing by always having plenty of gas left in the tank, it can cool the fuel pump better thus increasing reliability and life expectancy of the pump.
I get ~23MPG with city and highway driving. I do rev it up occationally especially on the freeway onramps. Im sure 26MPG is achievable with all highway driving. Driving like grandma or grandpa helps increase MPG.

I get about 180-190 per 10 gallons, this is driving fairly easy with a turbo and 4.77's. On the highway I get 15-17 MPG. Oh well, it's fun when I don't take it easy.

I experience the exact same in my '04 - 200-215 miles per tank. Fill up when I have zero lines left, and put in 10.5 gallons. (which is like $26.00 here in SoCal)
