Default Slave cylinder problem

My old slave cylinder went bad, I put in a new one and I can't seem to bleed it. I've bled them plenty of times. The reservoir is full, I open the bleeder, press the pedal down, close the bleeder, and bring the clutch pedal back up. I've done this many times and the fluid just doesn't flow. There is absolutely no resistance in the pedal as no fluid is being pushed through the system. Any ideas? I'm not sure why it won't pull the fluid through. Does the banjo bolt on the slave have to be positioned in a certain way?
