Side marker not working but turn signal does

From diagram, looks like maybe several branch points, on the passenger side. Was the fender ever replaced?

When you are checking for +12v, are you using a known good ground? have you checked the
black wire for continuity to ground?

Yeah. The fender was replaced once before although I am unsure how that can cause this. (Maybe they tried yanking it out without knowing they had to unplug the side marker?)
I've tried looking at 25,26,27,28 you mentioned but it's buried under the fuse so I am not sure how to get in there.

I've tried using the ground wire and the actual ground. I did not get any signal from having the black probe on the actual found so I assumed it was not getting power at all.

That I cannot say as it was the first owner that had it replaced. I don't really remember if the side marker worked when I bought the vehicle. (I was paying more attention to the integrity of the vehicle)

Maybe, the mechanic forgot to re-wire that side marker light.

I suppose the only way to find out is to take out the fender?
