I would choose benson on top of my list, then AEBS, then golden eagle for the block work but thats IMO. If you gonna build the block, mine as well do some headwork right? so give Alaniz or BCE racing head a call then you would have the whole engine built that boost 15-20psi

I have heard good and bad stories about Golden Eagle. But their sleeves are proven at the drag races and I do not know about their customer service as I never deal with them personally. I did have a GEM sleeved block but I purchsed that through my friend and this is a not a F20C block, it's a B18C block.
AEBS is a real good company and they're proven. If you attend
some NHRA events, you'll see their cars running PRO class...they
run nothing but 9s down the 1320. The thing is, they charge
a lot. About $1500 for sleeves, installed.
If you're looking for a closed deck deisgn, Darton sleeves is the one you should look into.
I personally don't think Mike's motor is a deal simply because
he's charaging about $6800 PLUS CORE. You can send your
whole motor to AEBS to do the same work for a lot less money.
Last time I talked to AEBS, the complete bottom end work is
about $3500.
There is also one shop that I recommand, Import Builders.

can get it for less if you send them your own block. Because

The reason I'd go with Mike Simon above others is that he's got the experience under his belt with the F20C. He's also extremely quick.. After my poor experience with GE, I sent the short block, half assembled, to Simon Automotive, who finished the work AND had it shipped within a week.
Furthermore, Mike has some good trade secrets to getting the engine to run better. 740 horse to the ground with his drag CRX, with essentially the same setup as he'll be selling you.. I think that speaks volumes by itself.

Oh, one last thing.. Don't forget about head studs and main studs from ARP. Custom sets of those may cost you up to 500 bucks until they make an application. Simply knowing that Mike Simon already has the specs and everything all laid out is peace of mind that you can't necessarily get elsewhere. For those who don't know what style of piston to get, or how much ring clearance to get, how much compression to use or what specs on the rods to use, Mike Simon knows what are (in my humble opinion) the best combinations and can save you the bumpy road of figuring it out or mailing your own stud bolts to ARP for them to measure, etc.
