yes doing this http://www.baustnet.com/honda/misc/dtc.htm to blink the CEL light is the same thing as using the honda PGM tester to short the SCS connector. so you would short it and then follow the instructions on page 17-45 of the helm service manual. it would probably be easier to connect a switch to short the wires, but you could probably do it with a paperclip if you really had to. or use a t-tap on the SCS wire like modifry says you can do.
