The Honda shop manual recommends replacing based on cracking, fraying, or the wear indicator (stretch), but the belts stretch quite a bit ahead of any cracking or fraying. Not sure if stretch is a big issue but I did mine before it had any cracks or frays.

Well since they are so cheap, i would just do it when you notice its showing its age. Peace of mind really.
