does the srs unit need to be replaced or functioning in order for the seatbelts to work? i bought working seat belts but i dont know if i need my srs unit to work for my seatbelts to work. since the seat belts are all the way retracted right now i have to plug them in.

Seatbelts work mechanically. Until an accident, and then they retract mechanically by an electronic signal from the SRS brain. If you have SRS brain, but the system is not plugged in (any unit, i.e. belt or airbag), or is malfunctioning (it does its own check), then the SRS light will be on, and airbags/seatbelts will never deploy, not under any circumstances.

^yep. You also lose the protection of the mechanical retract - its a spring loaded retractor that is triggered by an (explosive) charge when it sees voltage from the SRS computer.
You can pick up those things pretty cheap on the FS forums from guys turning their cars into track cars (dont want airbags in those!)
I spent ~700+ to get new airbags, covers, seatbelts.
(OEM HONDA = 5K+ Easy)

^ I spent $800 on a complete set from an auto recycler (junk) yard out in WA. Expect to pay about as much.
Some junks wanted to charge me extra for shipping, like it's an explosive charge, special hazardous shipping fees need to be applied, etc. That was BS. Don't buy it.
