grind/sand the revealed metal to get a pure surface without any contaminants (helps with welding / transfer of electro).
order a brand new quarter panel
sand the necessary area that will need spotwelded (aka puddle joint)
drill holes every 1 inch? (look at the other quarter panel to see how far apart the welders are).
use a MIG 220v or MIG 110v or the spotweld-welder
(if u are going to use MIG, i recommend gas usage as well)
be sure all the parts are clamped down
do your thing with the welding.
once all the parts are welded,
grind the mistakes and flaws away (bumps and lumps and such).

Damn I want new rear quarter panels too but its such a big job to change since its not a blot on. Im not very good with cars but I have a lot of little dents, I think im going to have to do the same thing. What do you think a body shop charges to fix 5 small dents on each quarter panel? anyone?

Check if the parking lot has CCTV, you may be able to pursue the little bugger yet!
As for a quote Nmatthews2000, even a body shop cannot give an accurate price without seeing it in the flesh beforehand.

Agreed.
The grease monkeys usually look at the damage and estimate time needed to fix these little dents up. Figure half an hour rate per dent, and multiply by whatever they charge labor (per hour), then add paint, clearcoat, reducer, whatnot supplies/materials costs.
