Is your engine fully warmed up when you try to rev past 7000? The ECU won't let VTEC engage until the engine is warm. The number of "bars" that have to be lit on the temp guage in the dash before VTEC will engage varies by year ( as does the number of bars in the temp gauge itself)

The cars have a "safe mode". If you try and V before the oil has thinned out (heat causes thinning) the engine will protect itself. If the oil is too thick insufficient lubrication may occur. Most relate this to bars on the temp Gage which is a good consistent reference. V-TEC and safe mode are actually related to oil pressure, which varies by oil viscosity, which is related to temperature. So as the previous poster mentioned, warm up the car before V.
