Maybe I missed something, but I haven't seen any pictures of the cylinders or the whole engine block.
Why would it be would be "more cost a(e)ffective" to get a new short block? An expertise without looking at the object?
The crank can be reworked. Some machine shops are able to grind crankshafts. The Honda crankshaft can be reworked by .25mm. Oversized bearing for this rework can be purchased by ACL.

also that crank should be fixable, a shop can hit it with some emery cloth and then micro polish it. or machine it clean and have a bearing made to account for the material removed, proly +.0125

he said he never heard of it/seen it
so there are two type of ap1 motors? sorry, just got an ap1 not too long ago. don't know much about the engine specs

Looking at what you need, I would say it would be more cost affective for you to get a new short block. The Crank would need to be inspected but unless it's twisted should be possible to fix. For the cost of a rod I would use a new one, as so with the piston. The is quite a lot of work involved in sorting out the bore of a FRM block correctly if it is necessary, so by the time you've factored in any new rod/piston's, full set of rings, bearings and labour it's not worth it for a standard type engine. If you were to uprate rods/pistons etc then that is a different matter.
