Default residue on idler pulley, replace pulley, belt?

I replaced my belt about 8k miles ago(at about 63k miles) but i'm not sure if it wore prematurely from some melted residue on my idler pulley(the black strip):

Here's a better picture of the belt:

Is it hard to replace the pulley? and any comments on the belt condition? thanks

Don't worry about it. Its pretty typical to see this on a idler pulley. It's not causing a problem.
