Default Repair Manual Engine Install

Wasn't sure what to search for, the repair manual I've been using to rebuild my motor kind of ends here..
It goes:

"20. Install throttle cable, then adjust
21. Install Transmission
22. Clean Battery posts and cable terminals
23. Refill engine with engine oil
24. Refill radiator with engine coolant and bleed air from cooling system with heater valve open
25. Check transmission shifts into gear smoothly
26. Inspect for fuel leaks. Turn ignition switch ON (III) (do not operate starter)so that fuel pump runs for about 2 seconds and pressurizes the fuel line. Repeat this operation two or three times then check for fuel leakage at any point in fuel line.
27. Perform engine control module idle learn procedure
28. Inspect idle speed
29. Inspect ignition timing
30. Enter anti-theft code for radio
31. Set clock"

Freshly rebuilt motor, my question is after all that do I just start it? Also is there anything esle I should be looking/checking for? I've read that people prime their oil systems and also read that some people dont.. Any help would be appreciated, hoping to get her running today..

From the steps I would assume that you have to start the engine once you get to step 27. You can't let the ECU do the idle learn procedure or check the idle speed without the engine running.

Edit - Actually you can't do step 24 without the engine on either.

Indeally you'd prime the oil system. Might as well use break in oil as well.

I have amsoil breakin oil that I've put in. How would I go about priming the oil system?

To be honest, I'm not sure....I prime everyday with my Accusump. Somehow you would have pump it in.

So first initial startup it started! Idled about around 2000 the wheels were kind of slowly turning even in neutral.... I noticed some smoke so I shut it off immediately I couldn't find any leaks... Could it be the grease I used assembling the motor? Or my exhaust not fully bolted up?

Most likely this. If the exhaust wasn't bolted up tight, you'd DEFINITELY hear it. Let it run for a few minutes, then check for leaks. Bonus points for dye in the oil and a uv light to find the source. But, odds are, on a fresh build with everything done right, you're fine.

I started the car again, let it idle smoke went away no leaks that i could find. idled fine dropped down to just under 1000rpms, temp gauge went to half. Shut her off and checked the fluids again, coolant was fine, the break in oil i had used is just under the low mark on the dipstick, should i top it off with new oil? or drain and do an oil change?
No oil on the header, header is bolted up, the midpipe is not is just sitting there waiting to get it welded..

You should not let oil get that low. Usually you drive it in stop and go for 500 miles with the break in oil before you drain it and put synthetic afterwards. Watch your oil level because while the engine is breaking in it will consume a fair bit.
