Well when I first got the car it had this faint rattle when I would just be parked or stopped, now the rattling has gotten worse and louder. Ive took it to one of my friends dads shop and he told me to check if it was the tensioner of the fan belt. I took off my belt to see it was the engine of actually the tensioner. It seem to be that one of the pullies seem to be loose. I was wondering if a loose pullie can cause a rattling sound? and how much it would be to replace it?

Can you post a vid of the rattle?
Yes, a loose pulley can cause a rattle. More frequently, the timing chain tensioner causes rattles. Post a vid and we might be able to tell you.
