Reversing the polarity on the battery would not blow any fuses. There is not extra current being provided to anything (other than the battery and jumper cables).
The battery will be destroyed, and any electronics that are powered can be damaged by recieving the wrong voltage potential (-14V instead of +14V). It doesn't take much to burn up an IC.
