Try squirting some dry lubricant into the hinge joints of the top mechanism. The only precaution is to cover the parts of the top that might get the overspray, else you might get patches of lubricant on the top. Then wipe the parts of the metal hoop that isn't part of the joint. This should correct the tendency of the joints to bind and prevent top closure.
