Power Steering Issue

Power Steering Issue
I have been having an issue with my power steering, or in other words it is very hard to turn the steering wheel. Now I replaced one of the main parts, as well as another one, but now I am thinking it might be a electrical issue rather than a mechanical issue.
Does having 245/40/17 tires on it, and being dropped to 4 inches off the ground have anything to do with it?
Here are some photos, and a description of what is going on.
The photos above show the wire going all the way down, and it is not attached to anything. Now when I check it has electricity in it, which doesn't make sense to me.
Above the wires coming into the hood from the inside of the car, now when I plug in the switch in the second pic it blows the fuse in the third pic, and I am not sure what is going on.
Basically I need to find out what the problem seems to be with the wiring, and why am I still having a problem turning my steering wheel. It turns but you have to pull it real hard.
If anyone can help me out I would be more than grateful,

you got a short somewhere. What is all the black tape home repair thing in picture 5?

OK, this path is to the ALT.
12+ is on the other wire, and connects to the wire you have circled via the metal strap. Those fuses are then powered from that side of the rail (circled side) and then power is passed through the fuses and out the bottom plugs to their respective system. I.E. That plug.
Also the 60 AMP you keep blowing runs the Air pump and not the EPS. the EPS is run through the 70 AMP.
