The easiest way to figure out what the problem is would be to jack up the front, remove the front wheels, and go from side to side taking measurements to compare things. Both side are basically mirror images of each other, so whatever doesn't match is probably the problem.

An inch is an awful lot for a font end. WIthout knowing Civic suspensions I can only guess that the front subframe is tweaked or bent. If it is you should be able to see it from below. I'd try measuring left & right side of the car from below.

Have you resolved this issue? My car is in a similar situation.
After alignment, my car feels good but it still has this slight pull. I would say it's 95% to what the car had originally been.
