I believe it has nothing to do with where the car was destined to go, rather how the car will be driven once it arrives. Drivers in Europe sustain higher engine speeds than we as Americans, on average, do since they have the Autobahn and we have realatively low speed limits.

I had similar problem form a spark plug problem in cylinder 2.
Compression was good and equal in all 4 cylinders.
I could certainly replace the plugs and sell the car to a deaf person
Beside doing wild rebuild, another option is to bring your block to a local engine specialist to see if you can hone those marks. If they are not too deep you can do that with special tools according to the manual.
