Parking Lights do not work

Parking light bulb needs replacement. Do I really have to remove the wheelwell liner? Not having much luck find an answer with search.

Just to document how I fixed this issue after countless Google searches and finally taking off the wheel/fender liner to inspect myself:
I fixed this by unplugging and cleaning the plastic housing that the bulb plugs into (unplug bulb, then unplug the clip that connects to the wires). It looked like melted white/yellow plastic or vaseline-like material was covering all the metal contact points so I just used a flat head screwdriver and q-tips to clean gently this off, then plugged everything back in and parking lights are working perfectly now.
Just to note, my symptoms were that parking lights stopped working (one side at first, then the other side a few months later) altogether (when using remote lock/unlock and when headlights in first on position). Bulbs were good, fuses were good, and no other lights were having any issues. Hopefully this helps someone save some time one day!
