Yep, as flanders noted you have the meter set up wrong. And there is another fuse box inside the car as thoiboi said. Change the lead setup and verify what you see, then start pulling fuses in the other box to see what you see.

200mA and below uses the right lead.

Correct. 1.73A >> 200mA, thus he should be using the 10A setup to get an accurate reading and to prevent damaging the meter.
