I pulled this code and its been going on for about a month now. the problem is that the idle will fluctuate from 1500-1800 real fast. It will only do this if i turn the car on in colder weather, say the morning or at night. when i start the car during the day it idles fine. when i start it in the morning, i can drive until i have 3 bars, restart the car and the problem is gone.
i read that this is probably an electrical problem but i dont see how that can be because i can get rid of the problem when i warm the car up. could this be a MAP problem as well? What are the steps for diagnosing the problem? i definitely dont want to replace a MAP, IAC or ECU without having to.

Definitely don't start replacing anything until you're 100% sure.
Check and clean out your IAC valve real good. It helps a lot. Also, the throttle body. Take it off (have another gasket ready for it, old one will be scrap), clean it everywhere front of/behind the butterfly valve, reinstall, reset the ECU. Drive.
Take off the air intake, and in throttle body plug the 2 round holes on the inside side of the TB. if the car dies, the IAC is bad (as per repair manual). If not - test for vacuum leaks, test throttle body
