You can definitely use the bolt and wingnut from the ballade, to retract the oem tensioner.
You can then install it in the exact same manner, or you can pin it, assemble, install and pull the pin.
Either way does not matter.

Only the first line of my responses are posting for some reason, I've written more detailed responses to Chuck and Billman... Anyway, basically thanks to all and yes, I'm severely lacking options in Ireland, so this resource is really great. Special thanks to Billman, the S2000 MD!

Buy a new oem tensioner from Honda. Install it. Send old one to Billman to turn into his version. Meanwhile you can drive the car no worries.
Install the Billman unit when it arrives. Now sell the new, barely used oem unit locally. Maybe even sell it someone that will do the same exchange for a Billman unit.

It's a OEM TCT, before they used an aftermarket one that was not as robust as the Honda used one. Now they shim where the worm gear and big spring sits, and widen the oil holes. I prefer Billman's, it's better.

Why don’t u just remove the Valve cover and then re-install the ballade or oem tct. Just look down on the chain and see if the tct is pushing on the chain or not when it sits flush in the block. Make sure the TCT is retracted all the way and it should not be pushing on the chain at all during installation. The only time the tct should be touching the chain is when you retract the bolt.
